I've started and exited the game multiple times, logged in and out of Steam. Played EU4 for a couple hours. This is nothing to do with Steam Downloader and the API, and everything to do with the publisher of the game not enabling those who don't own the game on Steam to download workshop mods. The API Steam downloader (and similar web pages and tools) uses is a web-based API - it never had anything to do with the game itself. All mods are now updating and installing correctly and it freed up something crazy like 70 GB off my SSD! However the ARMA 3 Launcher still has an issue in that it is not listing all the mods from the !workshop folder.
